Executive Administrator (Accreditation) (Civil Service Vacancy)
Salary:
Directorate Pay Scale Point D1 ($163,925 per month to $179,425 per month)
Entry Requirements:
Candidates should either –
- (a)(i) have a first or second class honours bachelor’s degree in medical technology, health sciences, life sciences, chemistry, applied physics, material science, or engineering from a university in Hong Kong, or equivalent; and 12 years’ post-qualification experience in laboratory accreditation, testing or a related field with proven administrative ability [see Notes (1), (2), (3) and (4)]; OR
- (a)(ii) be a Corporate Member of the Hong Kong Institution of Engineers of a relevant discipline admitted on or after 5 December 1975, or equivalent; and have 10 years’ post-qualification experience in laboratory accreditation, testing or a related field with proven administrative ability [see Notes (1), (2), (3) and (4)]; AND
- (b) possess strong command of both written English and Chinese, and spoken English and Cantonese. Proficiency in Putonghua would be an advantage; and
- (c) have a pass result in the Basic Law and National Security Law Test (BLNST) [see Note (5)].
Notes:
- Candidates should mark clearly on their application forms the major and minor subjects studied in their bachelor’s degree courses. Candidates possessing additional qualifications (e.g. a higher degree in relevant subject) should include details in their applications.
- Candidates must list clearly the nature and relevancy of the post-qualification experience including full job titles and a brief description of each employment in a separate curriculum vitae (CV) with copies of supporting documents.
- Completed Application Forms, together with copies of (i) transcripts/ diplomas/ certificates or other document proof of academic and professional qualifications; (ii) letter/document indicating the relevant discipline(s) (if any); (iii) a full CV listing record of related present and previous employment with copies of supporting documents as mentioned in Note (2); and (iv) BLNST result (if any); should reach the contact address below on or before the closing date for application (The postmark date on the envelop will be regarded as the date of application).
- All qualifications (except Basic Law and the National Security Law) required should be obtained on or before the closing date for application. Qualification obtained after the application deadline will not be considered.
- All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.
Duties:
An Executive Administrator (Accreditation) is deployed on :
- advising on the formulation of policies for the Hong Kong Accreditation Service (HKAS), including the Hong Kong Laboratory Accreditation Scheme (HOKLAS), the Hong Kong Certification Body Accreditation Scheme (HKCAS) and the Hong Kong Inspection Body Accreditation Scheme (HKIAS);
- administering, promoting and developing the HKAS, including the HOKLAS, the HKCAS and the HKIAS; and
- establishing and maintaining contacts with overseas accreditation schemes, and representing Hong Kong’s interests in international accreditation conferences.
Terms of Appointment:
A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Application Forms [GF 340 (Rev 7/2023)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).
The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.
