Existing and Planned Measures on the Promotion of Racial Equality

The Innovation and Technology Commission (ITC) serves to spearhead Hong Kong's drive to become a world-class, knowledge-based economy.

ITC attaches great importance to ensuring equal access to its services by all members of the public, irrespective of their racial background. Where applicable, measures will be taken to cater for the special needs of the people of different races, such as their service needs. We will also continue to ensure that the provision of services to the public is in compliance with the Race Discrimination Ordinance.

Services Concerned

The ITC currently manages a number of schemes which are open for application from eligible organisations or companies, such as the Innovation and Technology Fund and quota applications under the Technology Talent Admission Scheme.

Existing Measures

Although the applicants of our programmes are limited to organisations or companies, our services are neutral with regard to race and are delivered in both Chinese and English.

Assessment of Future Work

We will continue to strictly enforce the existing measures, and assess our service delivery regularly with a view to meeting the needs of the people of different races.

Additional Measures Taken / To Be Taken

When dealing with people of different races, we shall adopt necessary measures to ensure that the information is in a comprehensible form to our clients. Interpretation service will be arranged where necessary and appropriate.

Training in diversity and inclusion is being arranged to staff to enhance their awareness of, and sensitivity to racial equality.

Accessibility of Government Premises, Facilities and Services

It is Government's established policy objective to provide a barrier-free environment for persons with disabilities with a view to enabling them to access to premises and make use of the facilities and services therein on an equal basis with others, thereby facilitating them to live independently and fully integrate into the community.

To facilitate Government-wide collaborated efforts in enhancing the accessibility of Government premises and facilities, the Government has established an Access Co-ordinator and Access Officer Scheme. An Access Co-ordinator is responsible for co-ordinating accessibility issues within individual bureau or department, whereas an Access Officer is responsible for, among other things, offering assistance to persons with disabilities in access to the venue under his/her management and using the services and facilities therein, and handling public enquiries and complaints regarding accessibility issues for the venue.
